A Labour Market Impact Assessment (“LMIA) is essentially an opinion from Employment and Social Development Canada (“ESDC”) that permits a Canadian employer to hire a foreign worker rather than a Canadian citizen or permanent resident. The purpose is to demonstrate that a Canadian citizen or permanent resident is not available and/or cannot be found to fulfill the role and therefore, more specifically, a foreign worker is not “taking away” any job opportunities from residents.

Please note that in order to be permitted to fill the role with a foreign worker, ESDC must issue a neutral/positive opinion to the employer for that role.
